Shea-Porter Amendment

AFGE strongly supports the Shea-Porter amendment.  I expect it to be
offered at full committee markup next Tuesday.

National Security Personnel System Amendment by Rep. Shea-Porter

 
SUMMARY - This amendment has four parts and would do the following:

Restores full nationwide adjustment (to 100% -- currently is 60% for
employees in NSPS vs. 100% for GS)

Prohibit new hires to be put into NSPS and prohibit any reclassification
of positions to NSPS (as of June 16, 2009).  DOD has suspended
conversion of current DOD employees from GS into NSPS but is continuing
to place new employees into NSPS.  

Within one year of enactment, Secretary of Defense shall convert all
NSPS employees back to the General Schedule unless Sec Def notifies
congress - 6 months prior - of any significant improvements to NSPS
following the comprehensive review (which is expected to be finalized by
September)

Similar restrictions would be placed on the Defense Civilian
Intelligence Personnel System
